due to a deadly crash. thanks for joining us here on kron for news at 11. i'm noelle bellow and i'm dan thorn. the chp issued a sigalert around 10 o'clock tonight >> the agency says the crash happened on the freeway near cochran road. there's no estimated time right now of those lanes reopening. we will, of course, keep you updated as we learn more about this deadly crash. >> another big story we're following tonight. dozens of rv dwellers in san francisco are about to lose their parking spots. the city has ordered people living in their vehicles parked near lake moore said to leave in the next few weeks or their vehicles will get towed. a group held a protest earlier today against those pending evictions. >> kron four's sara stinson reports. >> sfmta has put up these for our parking signs here on winston drive. this is where dozens of rv's are part, but they haven't started enforcing it yet. people who live here say they've been warned by the city that their mobile homes will be towed if they don't move by july second, we have living here for a for about 3

years now. >> and as the pandemic many problems was, we were not able to pay for the rent because he was too expensive. this man lives with his cousin margot in an rv near san francisco's lake. moore said they're among more than 100 families living on winston drive. >> including seniors. people with disabilities. >> and children. the man asked to remain anonymous, but he help translate for his cousin. let's do that. says she's not sure what they will do once the city starts enforcing a 4 hour parking restrictions and we have no way to go. and that is why we need this. you need to do something for all. the 2 say they got a notice from the city about the road being repaved in 3 weeks, warning them to move or they'll be towed. >> sfmta created a plan to restrict parking in this area. back in december, citing issues with disposal of sewage and trash as well as the use of generators near dry grass.

jennifer freedom buck, the executive director of the coalition on homelessness says sfmta has delayed roadwork waiting for the city to open a safe parking site for rv's. there is funding in the budget for safe parking and the mayor has not. >> opened up a safe parking spot. it has not been a priority. >> the unofficial rv community is right next to san francisco state. >> lowell high school and behind stonestown mall run. lynette, he lives nearby and is glad to hear about the upcoming inforcement. i understand the homeless issue. >> when a place to live but out near a state university. i don't think it's appropriate place to but the cause and say they don't understand why they have to move because no problem here because we i reached out to the mayor's office to see if there's a future plan for a safe parking site for rv's. we did not hear back in time for this report. i'm sara stinson reporting in san francisco kron. 4 news. >> well, an update to that story in an email. the crown

for the sfmta says active enforcement of parking time limits in the area will begin after the planned repay been work is complete, but the timing is still being worked out. >> kron 4 is your local election headquarters and a measure aiming to make major changes to prop. 47 will be on the november ballot as it stands today. prop 47 only permits prosecutors to charge that's under $950 as misdemeanors. the new measure would end the proposition by allowing prosecutors to charge cases as a felony. the initiative also calls for more drug treatment services and increase penalties for repeat retail thieves. supporters believe the measure will make the state safer and help crack down on rampant retail theft. governor newsom and democratic leaders, however, are opposed. they argue retail theft and crime could be addressed without touching prop. 47 voters will have the final say on november. 5th. >> new at 11 police say they

have cited 2 people and towed several cars after a side show on sunday. police say when they got to sonoma boulevard in lemon street at around 04:00am 200 cars were participating in a sideshow. officers say they found 2 of the cars that were involved. one car was left behind on fire. 5 people were arrested oakland following a different set of sideshows. oakland police say they arrived at the intersection of grand and lake park avenues on saturday saw about 300 cars and 200 people but their phones out videoing it celebrating and doing whatever they do with these things. the crowd dispersed eventually, though, but police were able to pull 7 different vehicles over in addition to the 5 arrests, police say they seize some guns, which we just showed pictures up right there and they towed away 3 cars. >> meantime, governor newsom says crime in oakland has gone down more than 30% since february, including rates of

homicide, robbery burglary and car theft. earlier this year, the governor deployed an additional 120 chp officers to the city as part of a targeted search operation to crack down on crime. despite news, some citing a drop in homicides. 3 teenagers were killed in shootings in oakland yesterday. they marked the city's 38th 39038th and 40th homicides of the year last year, oakland lost a total of 126 people to homicide. >> the city of san jose passed a multibillion dollar budget today. mayor matt mahan says this budget is the most significant investment towards ending homelessness in the city's history. he says the budget ball help 1200 unhoused people. >> this budget does something we have never done in the history of our city which is stand up. safe, sleeping sites for up to 500 people. not necessarily at one site. but manage locations with sanitation security. some basic case management to create an alternative. 2,

antioch, a hot 97 in santa rosa. 91 in napa and 92 degrees in san jose. but look on the coastline. only 59 degrees, 40 degrees cooler in some of the hottest spots in half moon bay. all right. all that being said, it looks like tomorrow. the heat advisories likely to continue as you make a way to county. expect some hot temperatures today. again, they're moving well into the 90's inland, although other part of the bay area going to start to cool off tomorrow about 60 degrees in san francisco. 75 pretty comfortable in oakland. little breeze toward the afternoon. still warm in san jose. but instead of 90's, you find low 80's by tomorrow afternoon. thanks a lot, lawrence. new at 11 san francisco is planning onevamping poll street. >> the city is working with the union square alliance and a 4 million dollar project. it would remove parkland zones and create wider sidewalks. they also want to create new light fixtures, which you see right here, including hanging some lanterns and a giant chandelier at the intersection of powell and market streets.

mayor london breed says they want to celebrate the cable car history while adding a layer of modern design. and this is just the beginning of revamping powell street in square alliance is estimating it may take up to 30 million dollars in total. in the south and state audit has found vta needs to be more transparent and find new ways to generate revenue. it comes as the transportation agency is looking to expand to new projects through san jose. >> including a connector to the bart stations in north san jose kron four's jack moment. reports. >> simply member mark berman out of menlo park is the lawmaker who requested the audit to be done on the vta. it focuses on the agency's leadership project management and the way the vta makes its money. >> now the audit done on the vta several recommendations. one of them was to improve communication within the vta about big projects it has in

the works just as an example, the audit cited one of the project's costs increased by 24% from the start of the project. >> to the end of it because of the lack of communication. it also says while the vts finances are good, it should move away from its primary funding of a sales tax. the audit says the vta currently gets 60% of its funding from sales taxes, but says bowden kumble diminished by the 2030's. now the biggest point of contention came with the auditors saying the vta must be more transparent when selecting dimectors for its port. one example was that a group of mayors selecting a director for its board did not host this election process to the public. the state auditor says new laws would need to be formed to increase transparency and the vta. >> now, despite the vta disagreeing with the audit saying it needs to be more transparent when selecting members or its board. the dta did say in an email about audits just like this one are

useful as the vta is ooking to continue expanding with bigger projects into the future reporting in san jose jack moment. kron 4 news. >> there are 9 ayes into knows the resolution is adopted. next item, please. >> without various city departments can now start raising money to bring giant pandas from china to san francisco next year. mayor london breed figures she needs to raise 25 million dollars to pay for a new panda exhibit at the san francisco zoo. city's board of supervisors voted 92 to allow fundraising be a philanthropist and other private donors. the mayor has been heavily promoting the panda project after china agreed to back in april to send them to us. she says an expensive new exhibit will be worth every penny and the pandas will attract thousands of visitors not only to the zoo but to the city itself. however, critics argue the money could be better spent elsewhere. an animal rights groups say the zoo was run down and has had mismanagement problems over over the years.

some have argued fundraising could also suggest a conflict for the mayor. city san francisco is waiving city fees for outdoor events. the board of supervisors voted today to get rid of the permits which currently cost anywhere from $500 to $10,000, depending on the event by removing the fees. the city's hoping to encourage smaller businesses to host more events and gatherings. >> in the north bay, a large well-known sculpture may have to move from downtown santa rosa. this 7 and a half ton marble hand sculpture has been a fixture at the santa rosa plaza since the 90's. the sculpture is meant to honor local farm workers. but the fate of the giant hand is now in question, has a new pf chang's. it's looking to put in a parking lot. one resident says he'd like to hand to stay because public art is a big reason why he loves living in santa rosa. >> sometimes i i have just nice time just sitting down there and just relax look at

heat advisory for much of the day today. thankfully, we're looking at cooler temperatures. probably a little cooler, i think. but not so sure about over there. probably me a little toasty. we're taking a look right now. sutro tower, clear night here in san francisco. >> what's happened with the weather? yeah. you know, those grass fires dangerous, especially during the summer time to get those afternoon sea breezes kicking in. and so the grass trying out now we see a lot more. those flash fires developing, too. but temperatures go to start to back off a little bit. still going to be hot spots inland. the set of the triple digits, probably some 90's by tomorrow afternoon. so hot enough out there. that's for sure. and dry enough to buy late today. those winds are going to really be wrapped up. >> it is mostly clear out toward the golden gate bridge, a little bit hazy out there tonight. that fog is going start to reform along the coastline, making its way just inside the bay tomorrow, a little bit cooler around the bay area feel those winds kicking in tomorrow afternoon. pretty healthy sea breeze. and then the temperatures cooling down. i think as we get in toward the weekend running right about average, but numbers out the door. you can

see the sea breeze affecting the coastal areas. still 60's. a nice inside the bay to 77 right now. but for the valleys get over the east bay hills, it is almost 80 degrees in dublin. it's 87 in brentwood and 77 degrees right now in vacaville. overall, though, we've got a cold front that's going to be dropping in. doesn't look like much but let's go help a ramp up that sea breeze by tomorrow afternoon. going to feel the effects of that as we head toward the latter part of the day, the winds will start to ramp up maybe some 20, maybe some 30 mile an hour gusts. temperatures come way down in san francisco said 70's got 60's by tomorrow afternoon. patchy fog lingering at the coastline. 15 60's there inside the bay find some warmer weather. but still these numbers coming down from what we had today. 74 degrees in rapid city. the south bay said the 90's are going to be a with 70's and the 80's tomorrow afternoon. much more comfortable there over the east bay hills. yeah. takes a little bit longer for that cool air. the filter in from the oceans, tied the interior valleys, but still 90 on the hot side of pleasant. 91 in livermore about 82 degrees breezy as you make your way into the delta, as you can see, temperatures cooling down a bit by tomorrow afternoon.
